Emmanuel Banya Natal is a seasoned public administrator and development expert with over 20 years of experience in Uganda’s public service. Currently serving as University Secretary at Muni University—the largest public university in the West Nile—he leads institutional governance, planning, and administration.
Born in Angule village, Midia Sub-County, Banya began his education at Anyakalio and Teremunga Primary Schools before attending St. Charles Lwanga College in Koboko and Comboni College in Lira. He holds a Bachelor’s in Development Studies, an MBA, a Master’s in Public Policy and Management (Netherlands), and various certifications in governance, strategy, and international development.
Banya has served in key leadership roles across Uganda—as Sub-County Chief and Town Clerk in Koboko, Hoima, Tororo, Soroti, and Kitgum—where he spearheaded infrastructure projects, education reforms, and community development. His leadership is marked by integrity, local impact, and a commitment to practical, people-first solutions.
At Muni University, he continues to support Koboko through initiatives in agriculture, education, and youth empowerment. Now running for Parliament, Banya seeks to bring accountable, development-driven leadership to Koboko County—focused on improving education, smart agriculture, healthcare, and youth skills.
He believes public service is a calling, not a career—and his record speaks for itself.
