Community

Banya was born and raised in Koboko County, deeply connected to its people. Actively champions youth empowerment, education, and household development through initiatives like skills training, scholarships, and practical community projects designed to improve livelihoods and social welfare.

Accomplishments

Led key urban reforms as Town Clerk in several municipalities, improving infrastructure and public services. Supported education by training teachers and preparing students for national exams. Provided tools and resources, including tractors, to boost agricultural productivity and support local farmers in Koboko County.

Emmanuel Banya Natal is a seasoned public administrator and development professional with over 20 years of experience in Uganda’s public service. He currently serves as the University Secretary at Muni University, the largest public university in the West Nile region, where he oversees governance, human resource management, and institutional administration. Born on December 26, 1976, in Angule village, Lurunu Parish, Midia Sub-County, Koboko District, Banya began his education at Anyakalio Primary School, later transferred to Teremunga Primary School, and then proceeded to St. Charles Lwanga College in Koboko. He completed his A-Level studies at Comboni College in Lira. He holds a Bachelor’s degree in Development Studies from Uganda Martyrs University, a Master’s in Public Policy and Management from the Netherlands, and a Master’s in Business Administration and Management from Uganda Management Institute (UMI), alongside a Postgraduate Diploma in Urban Governance and Management. He has also attained various professional certifications in fields such as Administrative Law, Strategic Management, and Monitoring and Evaluation.

Banya’s career has taken him through various impactful public service roles—from Sub-County Chief in Rhino Camp to Town Clerk in municipalities such as Koboko, Tororo, Hoima, Soroti, and Kitgum—where he earned community respect through visible service delivery and inclusive leadership. At Muni University, he has continued to uplift Koboko by supporting farmers with machinery, organizing teacher training, and helping students prepare for national exams. Now aspiring to serve as Member of Parliament for Koboko County, Banya brings a grounded, people-first vision focused on transforming education, agriculture, healthcare, and youth livelihoods. His manifesto includes reviving academic performance, promoting mechanized agriculture, investing in vocational training, improving health infrastructure, and supporting marginalized groups. With a belief that politics is not a job but a service, Banya pledges to deliver principled leadership and practical solutions for a progressive, dignified, and self-reliant Koboko.
